externally_connectable error discrimination

Tests whether Chrome returns distinguishable errors for:
(A) a known-installed extension with externally_connectable configured
(B) a known-installed extension WITHOUT externally_connectable (or origin not whitelisted)
(C) a bogus extension ID that is definitely not installed

Instructions: Install at least one extension that uses externally_connectable (e.g. 1Password, Bitwarden, or any extension you control). Fill in the IDs below and open this page in Chrome.
